* deleteIssuesByRepoID: delete related CommentTypeRemoveDependency & CommentTypeAddDependency comments too
* Ignore ErrIssueNotExist on comment.LoadDepIssueDetails()
* Add migration
* Ignore 'dependent_issue_id = 0' case
